ERP to join EU Circular Economy Mission to India

European Recycling Platform (ERP), a Landbell Group company, joins the Circular Economy Mission to India organised by the European Commission from 4 to 7 September 2018. The mission brings together European and Indian political stakeholders, as well as businesses, to promote a successful transition to a circular economy in India. One of the mission’s focal points will be the e-waste sector.

The mission is part of the 13th Sustainability Summit which takes place from 6 to 7 September and is organised by the Confederation of Indian Industry. By discussing sustainable development in India, and evaluating possible challenges for green businesses in the country, the aim is to develop solutions for further partnerships between the European Union and India.

The Circular Economy Missions are a series of meetings, where high-level representatives from politics and business have the opportunity to connect and promote sustainable and resource-efficient policies.

ERP CEO speaks at E-Waste Business Forum in Singapore  

Umberto Raiteri, President and CEO of European Recycling Platform (ERP), represented Landbell Group at the E-Waste Business Forum during the CleanEnviro Summit Singapore (CESS) on 11 July 2018. He contributed to a panel discussion on the “Sharing of Collection Solutions by Producer Responsibility Organisations”.

In 2021, Singapore will implement a regulated e-waste management system, based on the extended producer responsibility approach. In order to set up an effective network, Singapore’s government is in contact with producers, producer responsibility organisations, retailers, and consumers.

In view of the upcoming regulations for Singapore’s e-waste management system, the E-Waste Business Forum served as a platform to connect relevant stakeholders from the e-waste industry and to exchange know-how. Singapore currently generates 60,000 tonnes of e-waste per year. With the implementation of a new e-waste management system, the country aims to ensure it uses appropriate recycling processes to become more circular.

Landbell Group company to take part at the ICBR in Berlin   

Prodigentia, a Landbell Group company, will take part at the 23rd International Congress for Battery Recycling (ICBR 2018) in Berlin on 26-28 September 2018. Prodigentia, which provides software solutions to track materials and products along the reverse supply chain, will be at booth 3. The Portugal based company delivers its services in over 20 countries worldwide.

The conference will bring together many experts and decision makers in the battery recycling value chain. During the conference, several industry speakers will present the latest market developments and discuss the challenges faced by the battery recycling industry, including recycling, materials supply in a circular economy, transport and safety, the Batteries Directive revision, and a worldwide activity review.

Chemical compliance webinars (in English) this Autumn/Winter   

Landbell Group company, H2 Compliance, will run a series of webinars on chemical compliance later this year. The first, on 2 October 2018, will focus on biocidal products and substances at EU sites and will showcase the software which the company has developed in-house to assist with compliance monitoring.

Following October’s European Council meeting, the UK’s withdrawal treaty should be finalised and we will know whether we are heading towards a no-deal exit in March 2019.
On 13 November, H2 Compliance will therefore dedicate a webinar to discuss in detail the impact of Brexit, particularly on clients’ registrations and supply chains. Please note that this webinar will still take place even if an agreement is not finalised or if the summit is delayed until November.

On 4 December, H2 Compliance will address the new poison centre notification system in the EU that takes effect from 1 January 2020 and how customers should prepare for this.

Interview with Luis Domingues, Head of Sales at Prodigentia    

What’s your job at Landbell Group, Mr. Domingues?
I’m responsible for sales of Landbell Group’s software solutions – particularly the Circul8 Software Suite for the Circular Economy, which is developed by Prodigentia.
Since taking on the new position of Head of Sales in May, my first initiative was to rebrand and reposition this suite of products under a common identity. Circul8 is the new name for the product suite that we have developed over the last 15 years. I think it is probably the leading solution in this sector: It is used in 20 countries, across four continents, to manage more than eight million tonnes of waste.

What are your most important tasks and challenges?
After identifying a potential customer, I start building a proposal. Even though Circul8 is a mature software product, with hundreds of configuration parameters, each customer has their own specificities. It’s important to understand the customer’s needs and to clearly address them in the offer. Many of our customers don’t have an IT department in place and know-how is usually shared amongst different staff members. It can be quite challenging to present a solution that is not overwhelmingly complex for the customer, but that fits their needs. Each offer can range from a dozen pages to more than one hundred – and there are no two offers alike.

How did you come to work at Landbell Group?
I’ve worked in the software industry for more than 20 years. As founder of Prodigentia, I designed and developed the early releases of Circul8. At the end of 2010, I began the complex task of implementing a software solution that is now part of the Circul8 suite. It was a big challenge, as I had to gather the requirements, identify a team to build the software and roll it out in six countries within six months. Fortunately, the project was very successful and that product is now part of the Circul8 Software Suite.

What do you do for the environment in your private life?
I try to do what most environmentally conscious people do – and sometimes take it one step further – for example, I separate my waste into eight bins! As an IT guy, I’m fascinated by how we can use IT to help the environment. Since I moved to a new apartment, I’ve installed motorised windows that open and close automatically, optimising the internal temperature and reducing the need to use A/C. I’ve also installed a shower appliance to measure water and energy efficiency, and I’ve implemented a home automation system which monitors energy usage per appliance and turns off unused lights and devices.

European regulation threatens the recycling of e-waste     

The European Parliament has published a new proposal to recast the Regulation on Persistent Organic Pollutants (POPs). After initially imposing a decabromodiphenyl ether (decaBDE) concentration level of less than or equal to 10 mg/kg, the European Parliament’s rapporteur, Julie Girling, has now updated her proposal with a view to ensuring international harmonisation. The new proposal will align a European restriction on decaBDE in substances, mixtures, articles, or as constituents of the flame-retarded parts of articles, with the Basel and Stockholm Conventions.

European Recycling Platform (ERP) welcomes the recently proposed amendments which address the concerns raised in the company’s press release issued on 25 July. ERP will continue to monitor developments in cooperation with major European recycling associations like the European Recycling Industries’ Confederation (EuRIC) and the European Electronics Recyclers Association (EERA).

The Committee’s draft report on the European Commission’s proposal to recast the POP Regulation will now be discussed within the Environmental Committee and later in the European Parliament’s plenary. The final vote on this Regulation is expected to take place in October.

Germany: New guidelines for modulated packaging fees      

The authority responsible for packaging registration in Germany, the Zentrale Stelle Verpackungsregister, has published draft guidelines on how to assess the recyclability of packaging. This assessment is a precondition for the modulation of fees, as required by the new Packaging Law.

The guidelines set minimum criteria for assessing the recyclability of packaging, which include: the availability of sorting and treatment infrastructure for high-quality recycling; the packaging’s sortability; the separability of its components; and the compatibility of its components or substances. Stakeholders were consulted on the draft of the Zentrale Stelle and the final guidelines are expected to be published in September.

The Federal Minister of the Environment, Nature Conservation and Nuclear Safety, Svenja Schulze, recently emphasised that increasing the uptake of recycled material is an important goal for the German government. She wants public procurement to lead the way and urges industry to follow its example.

German Environment Ministry updates its approach to the planned revision of the German Battery Law       

In our last newsletter, we reported on the German Government’s plans to change battery regulations in order to ensure fair competition and guarantee nationwide collections of waste batteries. Based on stakeholder feedback, including feedback from European Recycling Platform (ERP), a Landbell Group company, the Environment Ministry recently updated its concept paper for the Battery Law.

The Federal Ministry of the Environment, Nature Conservation and Nuclear Safety will now start drafting a bill amending the battery law, which will also implement the new requirements for extended producer responsibility schemes resulting from the amendments to the Waste Framework Directive 2018/851.

ERP welcomes the revisions and will continue to share its expertise and know-how with the Ministry to ensure high environmental standards for the take-back of batteries, fair competition, and reasonable costs for the consumer.

German packaging authority publishes draft packaging catalogue          

The German packaging authority, the Zentrale Stelle Verpackungsregister (ZSVR), has published a draft catalogue with a clear definition of which types of packaging need to be licensed. The catalogue, based on a study undertaken by the ZSVR, aims to give legal certainty to packaging producers and distributors and will make it impossible to evade the obligation to license packaging. The catalogue defines 36 product groups and covers all relevant consumer goods.

Stakeholders have the opportunity to provide feedback in a consultation, which will be open until 21 September 2018, before a final version of the catalogue is published in October 2018.

Material efficiency requirements for servers and data storage products       

The European Commission plans to amend the ecodesign requirements for servers and data storage products. The draft also addresses material efficiency.

With effect from 1 March 2020, manufacturers will have to ensure that joining, fastening, or sealing techniques do not prevent the disassembly of components like data storage devices, memory, processors, motherboards, expansion or graphic cards, and power supply units. This measure should ensure that those types of components remain reusable for further products. Manufacturers or their authorised representatives also have to provide information on the use of critical materials like cobalt and neodymium, as well as disassembly instructions.

The Commission’s draft has just gone through a consultation phase with stakeholders. As an Implementing Regulation of the Ecodesign Directive it can directly take effect once it is finalised and officially adopted by the Commission.

European Commission to launch a study into quality standards for the treatment of WEEE        

The European Commission will launch a study in preparation for a possible implementing act, setting minimum quality standards for the treatment of waste electrical and electronic equipment (WEEE) and other policy options which need to be considered.

The study will evaluate the experiences of Member States that have already implemented WEEE treatment requirements and assess the costs and benefits associated with EU-wide implementation.

The study will also reassess the options proposed in the earlier “Study on equivalent conditions for WEEE recycling operations taking place outside the European Union” (2013). It will take into consideration the publication of the European Standards for the treatment of WEEE and any new relevant developments, including at the international level, and shall propose criteria for the assessment of equivalent conditions for the treatment of WEEE outside the EU.

ENVI Committee welcomes plastics strategy         

The European Parliament’s Committee on Environment, Public Health and Food Safety (ENVI) has given the green light to the European Union’s plastics strategy. On 10 July, parliamentarians voted in favour of the European Commission’s proposal, but adopted many amendments.

The amendments include an intention to ban plastic landfill by 2030 and a call to industry to take concrete action now to ensure that all packaging plastics are reusable or recyclable in a cost-effective manner by 2030 at the latest. The ENVI Committee also stresses the importance of developing a stable internal market as well as reduced value-added tax for secondary raw materials to boost their uptake. With regard to extended producer responsibility schemes, parliamentarians highlight their potential to achieve high collection and recycling rates, especially when combined with modulated fees.

The plastics strategy was initially published by the European Commission in January and is currently being discussed within the European Parliament. The final plenary vote is scheduled for 13 September. The plastics strategy is legally non-binding but might trigger legislative measures such as the already published proposal for the Single-Use Plastics Directive.

European Commission to restrict use of certain phthalates           

The European Commission is planning to restrict the use of four toxic substances, known as phthalates. Articles should only be allowed to be placed on the market if the concentration of these substances is less than or equal to 0.1% by weight.

The four phthalates, namely DEHP, BDP, BBP, and DIPB, are substances of high concern which are suspected to have negative impacts on human health, especially reproductive health. They are used in articles like toys or sporting equipment.

The Commission’s proposal was presented to the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Committee on 11 July and is now being discussed among Member States and within the European Parliament. The regulation will come into effect after final adoption by the Commission which is expected to take place in October. Actual restriction will take place 18 months later.

Australia updates HCIS, including amended GHS classifications            

The Australian Hazardous Chemical Information System (HCIS) has had its first major update since its launch in 2016. The change sees 755 chemicals added to the database, while amendments were also made to the classifications of 672 substances.

The changes to the classifications bring the system more in line with global classifications, as part of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS).

While the updates to the HCIS classification are a step in the right direction – keeping consumers safe and holding companies accountable for what they put in their products – it is still not a perfect system. Currently manufacturers and importers of hazardous chemicals are not bound by Australian law to use the classifications, signalling that there is still considerable work to be done to improve transparency in the industry.

European Commission’s public consultation on interface between chemical, products and waste legislation          

The European Commission has opened a public consultation addressing the interface between chemical, product, and waste legislation. The three-month consultation, which runs until 29 October, looks to gain insight from stakeholders on a number of important issues related to the presence of substances of concern in products and waste, and their potential impact on different areas of legislation. 
The consultation is a follow-up to the actions proposed by the Commission on 16 January 2018 and follows an analysis of the four main challenges around hazardous substances: 

- insufficient information about substances of concern in products and waste; 
- the presence of substances of concern in recycled materials; 
- uncertainties about how materials can cease to be waste; and 
- difficulties in applying EU waste classification methodologies and their impact on the recyclability of materials.

European Commission’s WEEE compliance exercise finalised              

The EU Commission has published its final report on the “WEEE Compliance Promotion Exercise”. The report reviews Member States’ policies regarding the management of waste electrical and electronic equipment (WEEE) in factsheets and provides guidance on how to better implement the requirements of the WEEE Directive. It also proposes policy measures for the further improvement of WEEE management in the European Union, highlights general challenges that Member States are facing, and promotes good practice with examples from France, Germany, Italy, the United Kingdom, and other countries.

The report gives recommendations for:

- better enforcement of WEEE management regulations;
- the implementation of extended producer responsibility;
- the re-use of WEEE and product design; and
- the collection and treatment of WEEE.

Finalists of the Green Alley Award 2017: Mimergy and Sustonable              

In early September, Landbell Group will announce the six finalists of this year’s Green Alley Award. Looking back at last year’s finalists reveals the scope of the award and its contribution to the circular economy. Two finalists in 2017 developed innovative ideas for the treatment of specific waste streams and the production of secondary raw materials, thereby saving natural resources.

The Irish startup Mimergy is dedicated to “making resources from waste”, specifically from the one billion used tyres which are generated worldwide each year. In Ireland, up to 50% of used tyres are exported to other countries due to a lack of adequate recycling solutions. Mimergy is tackling this problem with new technology that converts used tyres into green energy, biofuel, gases, or high-quality carbon. The technology has a remarkable competitive advantage: All substances from the recycling process, whether solid, liquid, or gaseous, are used and resold – a zero-waste process that can transform even pyrolysis vapours into valuable chemicals.

The Dutch startup Sustonable has developed a new form of quartz composite stone using recycled PET as a binder. As a result, Sustonable not only manages to recycle a significant waste stream – over 1.8 million tonnes of PET bottles were collected in Europe in 2015 – but it also reduces waste and resources. Using PET as a binder prevents around 40 million tonnes of industrial waste each year, which is typically produced during adhesive binding of mineral quartz and oil-based resin to composites. Thanks to its efficient, continuous production process, Sustonable produces less waste and results in very thin plates which can be used as worktops for kitchens or bathroom linings.

NTU Singapore partners with CEA to develop innovative e-waste recycling technologies            

In an exciting partnership, Nanyang Technological University (NTU) has joined forces with the French Alternative Energies and Atomic Energy Commission (CEA) to develop innovative new solutions in the field of e-waste recycling. The two parties will commence their work at a joint lab on NTU’s Singapore campus. The agreement was formalised during Singapore Prime Minister Lee Hsien Loong’s visit to France, where he met with French President Emmanuel Macron.

The partnership aims to uncover new ways to recycle and recover materials from e-waste, and to develop new advanced separation processes.

With the rapid development of consumer electronics, unprecedented numbers of devices are discarded and replaced yearly, making the aims of this study more important than ever.

The joint lab will focus on four areas of research: the recycling and recovery of materials from lithium-ion batteries, silicon-based solar panels, printed circuit boards, and toxic plastics in e-waste. The study aims to develop scalable, practical solutions to these problems which can be put into practice by different industries to benefit society.

Web app to reduce Nigerian food waste            

A web app is tackling the growing problem of food waste in Nigeria. The program called Chowberry helps retailers to sell food which otherwise would be thrown away when it reaches its expiry date. The creators of the Chowberry app want to make a difference as 60% of Nigeria’s population lives below the poverty line. Up to one third of all food worldwide is destroyed post-harvest, or thrown away by consumers and stores, according to the United Nations’ Food and Agriculture Organization.

The app’s idea is simple, yet ingenious: When a product approaches its expiry date, the app informs the retailer who can trigger a price discount of up to 75%. The app also informs non-governmental organisations that they can pick up the food and distribute it to people in need.

Chowberry is cooperating with 20 retailers in Lagos and Abuja as well as with local charities, and helped 20,000 households across Nigeria last year.
